We, the signatories of this statement, gathered at ACCRA in Ghana on February 19, 2018, have made an uncompromising diagnosis of the socio-political situation of our countries.
It appears that most Central African countries:
– Have kleptocratic leaders who put their interests before those of the people;
– erected small and grand corruption in power management mode to satisfy allies and perpetuate power;
– The leaders of these countries do not respect their constitution and manage the states according to their interests;
– Are characterized by the same political and governance system that revolves all around the trickery, clientelism and demagoguery;
– The leaders who have taken the institutions hostage, do not respect public freedoms including the fundamental rights of citizens including freedom of access to information, freedom of expression, public demonstrations, to go back and forth etc. ;
– These are rich countries that are full of raw materials (with great potential) but whose populations live in miserable conditions;
From the foregoing, we have decided to set up a platform called: COALITION AGAINST KLEPTOCRACY, POOR GOVERNANCE AND FOR DEMOCRATIC CHANGE IN CENTRAL AFRICA abbreviated « anti-kleptocrats »,
The members of the Coalition pledge to support each other in the organization of activities at the national level to promote the advent of a democratic Central Africa.
The coalition will implement concerted actions and synergies in order to strengthen citizens’ civic awareness and enable them to engage in struggles for democratic change in their country.
Already, the coalition asks the Central African states to:
– Adopt and urgently implement all legislative, legal and regulatory provisions related to corruption and the declaration of property and assets for state agents and elected representatives of the people;
– Make public, as soon as possible, the electoral calendar for the states to know the holding of major elections;
– Adopt urgently and in each state, a law on access to information, public data, freedom of expression, assembly and association, the status of civil society organizations and unions;
– To respect the constitution and not to use the institutions as a shield.
The first actions of the coalition will revolve around these requests.
